fix test failures when Module::CoreList doesn't have information about the current version of perl

Check that no prerequisites are declared that are not part of core

To install Dist::Zilla::Plugin::OnlyCorePrereqs, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::OnlyCorePrereqs

perl -MCPAN -e shell
install Dist::Zilla::Plugin::OnlyCorePrereqs
