properly handle propagating warnings to previously declared handlers that are not coderefs (i.e. a sub name, or the magic DEFAULT and IGNORE)

Test for warnings and the lack of them

To install Test::Warnings, copy and paste the appropriate command in to your terminal.

cpanm Test::Warnings

perl -MCPAN -e shell
