Changes for version 0.11

Whoopsy. Left unnecessary tests in capacity.t.
Added the "retrieve_as" attribute to the class so that the data can be pulled out as either a hash or array reference.
Enhanced documentation all over, in Weighted.pm and Capacity.pm.
