Fixes
- Fix 'git gerrit reviewers'. It wasn't adding reviewers correctly.
- Avoid the use of ':locale' IO layer on Windows, because it's not well supported there.

cpanm App::GitGerrit

perl -MCPAN -e shell
install App::GitGerrit
