Changes for version 0.14 - 2009-09-12

Supporting versions of JIRA older than 3.14.4 in the method next_issue.
Added an optional argument to the method set_issue_iterator to allow for the specification of the pre-fetching cache size.

An extended interface to JIRA's SOAP API.
