-Added declare_xml() and declare_doctype() functions to allow for xml declaration and doctype declarations.

Perl extension converting CSV files to XML

To install XML::CSV, copy and paste the appropriate command in to your terminal.

cpanm XML::CSV

perl -MCPAN -e shell
install XML::CSV
