Implement handling of RC releases. list_releases() can now take 'dev_or_rc' as value for 'type'

Identify Perl releases and download the most recent via FTP

Identify CPAN distributions and download the most recent tarball via FTP

To install Perl::Download::FTP, copy and paste the appropriate command in to your terminal.

cpanm Perl::Download::FTP

perl -MCPAN -e shell
install Perl::Download::FTP
