Turn a CSV file into a Perl hash

To install:

perl Makefile.PL
make
make test
make install

If you are on a windows box you should use 'nmake' rather than 'make'.

`g` `i`	Go to GitHub issues (only if GitHub is preferred repository)

	Search terms
module: (e.g. module:Plugin)
