Added functional helios_job_submit_json.
Added HeliosX::Job::JSON::TestService to test JSON parsing and as an example service.

To install HeliosX::Job::JSON, copy and paste the appropriate command in to your terminal.

cpanm HeliosX::Job::JSON

perl -MCPAN -e shell
install HeliosX::Job::JSON
