Improve the xmlsec test a bit so that we can be sure (can we?) about xmlsec being installed or not.
No source code changes.

Generate signed XML documents as SAML responses for Google's SSO implementation

To install Google::SAML::Response, copy and paste the appropriate command in to your terminal.

cpanm Google::SAML::Response

perl -MCPAN -e shell
install Google::SAML::Response
