fix a bug in Crypt::Spritz::Cipher::new that could cause the IV to be ignored or the program to crash.

Spritz stream cipher/hash/MAC/AEAD/CSPRNG family

To install Crypt::Spritz, copy and paste the appropriate command in to your terminal.

cpanm Crypt::Spritz

perl -MCPAN -e shell
install Crypt::Spritz
