define _WIN32_WINNT to windows xp, to make sure we get the GetProcessId prototype.
add synopsis section with some examples.

fork+exec, or spawn, a subprocess as quickly as possible

To install Proc::FastSpawn, copy and paste the appropriate command in to your terminal.

cpanm Proc::FastSpawn

perl -MCPAN -e shell
install Proc::FastSpawn
