switch .svn to .git in smells-of-vcs test and create it ourselves to ease importing of this dist into subversion repositories

turn on strict and make all warnings fatal

To install strictures, copy and paste the appropriate command in to your terminal.

cpanm strictures

perl -MCPAN -e shell
install strictures
