Changes for version 0.95 - 2011-01-07

Moved the version check into Makefile.PL (removed t/Perl_version.t)
Moved the scripts into 'scripts/' rather than 'eg/'
Added 'LICENSE' line to Makefile.PL
Using 'make dist', so now we have a META.yml
