Added is_tag() method and made the leading slash on an end tag optional. Updated the POD and and tests.

To install HTML::TokeParser::Simple, copy and paste the appropriate command in to your terminal.

cpanm HTML::TokeParser::Simple

perl -MCPAN -e shell
install HTML::TokeParser::Simple
