Changes for version 0.009 - 2021-02-06

[bugfix] Forgot to 'use utf8' in BorderStyle::Test::Labeled now that we've used non-ASCII.

A suitable base class for most BorderStyle::* modules

Provide new()

To install BorderStyleBase, copy and paste the appropriate command in to your terminal.

cpanm BorderStyleBase

perl -MCPAN -e shell
install BorderStyleBase
