Changes for version 0.27 - 2016-10-07

Derp, forgot to replace usage of getpwuid() in lib/, only in t/.
Replace PERLANCAR::File::HomeDir with File::HomeDir for now, as PERLANCAR::File::HomeDir currently cannot return other user's home directory.
