SYNOPSIS
In dist.ini:

This plugin is to be used when building Acme::CPANLists::* distribution. It currently does the following:
Fill the Abstract from the first module/author list's summary
Add prereq to the mentioned modules (phase=x_mentions, relationship=x_mentions)
