Allow skipping checking circular deps via environment variable DZIL_CHECKCIRCULAR_SKIP.
[ux] Show log message (before performing check) at non-debug level because the check might take several seconds.

Check for circular/recursive dependencies (using local CPAN mirror)

To install Dist::Zilla::Plugin::Prereqs::CheckCircular, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::Prereqs::CheckCircular

perl -MCPAN -e shell
install Dist::Zilla::Plugin::Prereqs::CheckCircular
