Perinci-CmdLine-Classic-1.76

Changes for version 1.76 - 2017-07-14

Update to Perinci::CmdLine::Base 1.75_001 which handles logger initialization using Log::ger::App. We remove dependency to Log::Any::App.
[Removed] No longer recognize log_any_app attribute or per-subcommand default_log/log_any_app.
