[bugfix][regression] Set minimum version for Perinci::CmdLine::Classic. Also set minimum version of Perinci::CmdLine::Lite when cmdline=any.

Generate Perinci::CmdLine CLI script

To install Perinci::CmdLine::Gen, copy and paste the appropriate command in to your terminal.

cpanm Perinci::CmdLine::Gen

perl -MCPAN -e shell
install Perinci::CmdLine::Gen
