[internal] Revert from using Require::Hook::DzilBuild to using 'local @INC = ("lib", @INC)' because Riap client searches for pl: URL path existence using filesystem anyway.

Insert stuffs to POD from Rinci metadata

To install Pod::Weaver::Plugin::Rinci, copy and paste the appropriate command in to your terminal.

cpanm Pod::Weaver::Plugin::Rinci

perl -MCPAN -e shell
install Pod::Weaver::Plugin::Rinci
