Bump required libarchive to 3.2.0 (gh#9) This allows downstream modules to use the *_utf8 functions and the match API

To install Alien::Libarchive3, copy and paste the appropriate command in to your terminal.

cpanm Alien::Libarchive3

perl -MCPAN -e shell
install Alien::Libarchive3
