Add program_runs and related functions for testing programs that do not run under Perl (gh#26, gh#27)

Basic cross-platform tests for scripts

To install Test::Script, copy and paste the appropriate command in to your terminal.

cpanm Test::Script

perl -MCPAN -e shell
install Test::Script
