Fix encoding numbers in encode_js(). Add tests for encode_js() and encode_js_data().

To install Text::MiniTmpl, copy and paste the appropriate command in to your terminal.

cpanm Text::MiniTmpl

perl -MCPAN -e shell
install Text::MiniTmpl
