Fixes in code and test scripts allowing for parallell testing and for bufrextract.pl to work on Windows

Perl extension for handling of WMO BUFR files.

To install Geo::BUFR, copy and paste the appropriate command in to your terminal.

cpanm Geo::BUFR

perl -MCPAN -e shell
install Geo::BUFR
