Changes for version 0.52

Clean up some test warnings that were introduced with ASSERT_STATES.
Fix queue prioritization when adding new jobs. This affects even programs that don't specify prioritizers.

cpanm POE::Component::JobQueue

perl -MCPAN -e shell
install POE::Component::JobQueue
