update to fix test errors from github test runners failing due to node.js error introduced by default test.yaml
increase minimum Perl version to fix test failure due to Mojolicious -signatures feature requiring v5.20+

To install Mojolicious::Plugin::WebComponent, copy and paste the appropriate command in to your terminal.

cpanm Mojolicious::Plugin::WebComponent

perl -MCPAN -e shell
install Mojolicious::Plugin::WebComponent
