we no longer need File::HomeDir::Win32 on Windows provide the also_mirror option to get other static files

uses CPAN::Mini to create or update a local mirror

create a minimal mirror of CPAN

To install CPAN::Mini, copy and paste the appropriate command in to your terminal.

cpanm CPAN::Mini

perl -MCPAN -e shell
install CPAN::Mini
