initially mirror indices to a scratch space, so that the indices in the minicpan are not replaced until all referenced files are in place

uses CPAN::Mini to create or update a local mirror

create a minimal mirror of CPAN

To install CPAN::Mini, copy and paste the appropriate command in to your terminal.

cpanm CPAN::Mini

perl -MCPAN -e shell
install CPAN::Mini
