don't run our tests if the gpg executable is not present (pointless)
travis config changes to run 5.8 (but allow it to fail) and not test the release/cpan branch

Layer to try to decrypt on read

To install PerlIO::via::GnuPG, copy and paste the appropriate command in to your terminal.

cpanm PerlIO::via::GnuPG

perl -MCPAN -e shell
install PerlIO::via::GnuPG
