Changes for version 0.03

[DIST] Changed the name of the module so it can be published on the CPAN. [CODE] The function is now always a class method, but can be installed in DBI namesapce for easier use.

Creates a DB connection from a configuration file

To install DBIx::Connect::FromConfig, copy and paste the appropriate command in to your terminal.

cpanm DBIx::Connect::FromConfig

perl -MCPAN -e shell
install DBIx::Connect::FromConfig
