Changes for version 0.28 - 2006-04-26

Added method _exists() which conditionally checks for a preexisting Build.PL and will warn & exit (die) if it finds one. May be disabled by supplying the argument 'Dont_Overwrite' with a negative value to the object constructor new().
The status message output in the method _makefile_ok() when a Build.PL is missing has been simplified to appreciate absolute paths correctly.
