Changes for version 0.13 - 2013-11-26

INCOMPATIBLE CHANGES
- Replace URI with URI::Split in parse_url(). This causes incompatibility because there is no longer URI object.
BUG FIXES
- Add 'use experimental smartmatch' for perl 5.18+.

cpanm Perinci::Access::HTTP::Client

perl -MCPAN -e shell
install Perinci::Access::HTTP::Client
