Perinci-CmdLine-0.54

Changes for version 0.54 - 2012-07-19

No functional changes. Add dependencies to Perinci::Access::TCP::{Server,Client} for convenience. Requires Perinci::Sub::GetArgs::Argv 0.18 which supports parsing nonscalar arguments as JSON as well as YAML, also for convenience.
