Changes for version v0.0.15 - 2014-02-01

Add separate "LICENSE" file (CPANTS).
Specify minimum version of perl (CPANTS).
Rename "CHANGES" to "Changes" and moved the old Test::WWW::Mechanize::Catalyst changes to a different file.
Add t/cpan-changes.t .
