Sped up the tests in t/xml_compare1.t by not loading external DTDs from w3.org.

compare two XML files for equivalency, in an ordered fashion.

To install Test::XML::Ordered, copy and paste the appropriate command in to your terminal.

cpanm Test::XML::Ordered

perl -MCPAN -e shell
install Test::XML::Ordered
