Changes for version 0.9

Add ability to import old DBM style infobot storage. Fix bug where we wouldn't fudge any karma for stuff that didn't have any comments.

To install Bot::Infobot::Config, copy and paste the appropriate command in to your terminal.

cpanm Bot::Infobot::Config

perl -MCPAN -e shell
install Bot::Infobot::Config
