Changes for version 0.16 - 2023-02-10

Add processing of CSS by Tags::HTML::_process_css().
Change of API in case of 'tags' parameter, could be undef (not much important), from Tags::HTML.
Mention css_init parameter in doc.
Rewrite to use of Tags::HTML.

Tags helper for HTML page begin.

To install Tags::HTML::Page::Begin, copy and paste the appropriate command in to your terminal.

cpanm Tags::HTML::Page::Begin

perl -MCPAN -e shell
install Tags::HTML::Page::Begin
