Changes for version 1.11 - 2020-05-25

Mark utility test as todo if projinfo is not installed, warn when user tries to run a utility in such cases.

Compile the Proj library

To install Alien::proj, copy and paste the appropriate command in to your terminal.

cpanm Alien::proj

perl -MCPAN -e shell
install Alien::proj
