Changes for version 1.12 - 2020-05-29

Die in alienfile is downloaded proj version is less than the minimum required. This could occur if Alien::Build::Fetch::Cache is in use.
Change utility test to use cs2cs instead of projinfo.

Compile the Proj library

To install Alien::proj, copy and paste the appropriate command in to your terminal.

cpanm Alien::proj

perl -MCPAN -e shell
install Alien::proj
