share installs
- use Alien::Build::Plugin::PkgConfig::PPWrapper
- explicitly set $ENV{TIFF_LIBS} to avoid build failures
- Avoid proj 7.1.0 under windows due to known build failures
Makefile.PL: Bump minimum Alien::curl version to 0.08

Compile the Proj library

To install Alien::proj, copy and paste the appropriate command in to your terminal.

cpanm Alien::proj

perl -MCPAN -e shell
install Alien::proj
