- added INC filter reg-ex to the import interface, see docs.
- added test to verify it works
- added the $PUBLIC, $PROTECTED and $PRIVATE reg-exps to allow for more flexibility in detemining the access conventions.
- added access to them from import interface

- wrote lots of documentation, revamped the whole thing pretty much
