Removed prereq of Module::Installed::Tiny, as the dependency chain is significant for test prerequisites

Wraps 'perl -c' so it works even if modules are unavailable

To install Syntax::Check, copy and paste the appropriate command in to your terminal.

cpanm Syntax::Check

perl -MCPAN -e shell
install Syntax::Check
