Change default usgs_url to https://nationalmap.gov/epqs/pqs.php since that is what is documented at https://www.usgs.gov/core-science-systems/ngp/3dep/about-3dep-products-services
Revised eg/usgs_ele to be able to swap between new and old URLs.

To install Geo::WebService::Elevation::USGS, copy and paste the appropriate command in to your terminal.

cpanm Geo::WebService::Elevation::USGS

perl -MCPAN -e shell
install Geo::WebService::Elevation::USGS
