Changes for version 0.003 - 2016-04-14

Improved handling for intermediate releases (e.g., version 1.7a).
Remove strict build requirement for OpenGL viewer.
Add wrapper for adding the `mutool` binary to the path.
Added a minimum version version for Alien::Base `configure_requires`. Thanks to Graham Ollis (PLICEASE++)!
