Added custom plugins to setup the weaver.ini file for Contributors and to automatically provide default license info.

Creates a weaver.ini and .mailmap to populate Contributors in docs

cpanm Dist::Zilla::PluginBundle::DROLSKY

perl -MCPAN -e shell
