Reduce required perl version to 5.8.4 so that it can be used for automated builds of Perl::Critic.

Encode and emit messages that TeamCity can interpret during a build.

To install TeamCity::BuildMessages, copy and paste the appropriate command in to your terminal.

cpanm TeamCity::BuildMessages

perl -MCPAN -e shell
install TeamCity::BuildMessages
