Changes for version 0.03

fix test failures due to hash randomization (RT#81612), and some unintialized warnings (thanks, Shlomi Fish!)

Split big cookies into smaller ones.

To install CGI::Cookie::Splitter, copy and paste the appropriate command in to your terminal.

cpanm CGI::Cookie::Splitter

perl -MCPAN -e shell
install CGI::Cookie::Splitter
