Make sure that the generated .mailmap file is sorted so we don't re-order it every time we regenerate it.

Creates default tidyall.ini, perltidyrc, and perlcriticrc files if they don't yet exist

cpanm Dist::Zilla::PluginBundle::MAXMIND

perl -MCPAN -e shell
install Dist::Zilla::PluginBundle::MAXMIND
